ITANAGAR, Jun 25: The Dari Area Students’ Union (DASU has appealed the governor to nominate Chilli Zirdo, a 15 year old boy, to nominate him with a bravery award.
On May 26 last, when a massive fire broke out at Zirdo village in West Siang district and gutted down five houses, Zirdo saved Yabom Zirdo, a 75 year old blind woman from the fire.
Such good deed by the youths should be encouraged by the state and nation as a whole, said the union.

GSU appeals for addressing students' problem
ITANAGAR, Jun 25: Galo Students’ Union (GSU) has appealed to the higher authority of education department to address the various academic problems of student community at the earliest.
Highlighting the pathetic condition of various school buildings and hostels, including one at heart of Aalo Township, GSU, in a release lamented that the authority did not take up renovation/repairing work despite the matter was informed to the education minister through memorandum in October, 2012. It alleged that the higher authority of the department turned a deaf ear to union's repeated demands for early redressal of the students' problems and grievances.
While giving details of teacher distribution in various schools under Likabali, Aalo East, Aalo West, Tirbin ,Liromoba blocks, GSU claimed that most of the schools in those areas had been running without required teacher which has adversely affected the academic studies of students.
Reminding the Education Minister of his assurances, GSU urged him to inspect all those schools to take stock of the situation and have first hand knowledge on the problems faced by those schools.

Health camp at Ayeng village
PASIGHAT, Jun 25: In view of the reported fever and increasing jaundice cases at Mebo area, a health camp was organized at Ayeng village.
Over 50 patients suffering from various ailments were treated in the camp. Blood samples were collected from the patients and testing done on the spot for malaria. Though no cases of malaria were diagnosed doctor did not rule out dengue. However, majority of the patients were found suffering from viral fever. Medicines were also provided to the patients free of cost.

B.Com results out
ITANAGAR, Jun 25: Rajiv Gandhi University (RGU) has declared the results of B.Com
first, second and third year (both pass and honors) examinations held in April-
A total of 83 candidates appeared in B.Com third year (Hons) examination out of which 79 have been declared passed. The pass percentage stood at 97.53. Result of one candidate has been withheld.
In B.Com third year (pass), a total of 80 candidates appeared in the examination, out of which 69 have been declared passed putting the pass percentage at 88.46 . In B.Com second year (Hons) examination, out of the total 199 candidates appeared, 147 have been declared passed (75%). In B.Com second year (pass) examination, 160 candidates out of 348 appeared have been declared passed (62.05 %).
A total of 645 candidates appeared in B.Com first year examination, out of which 345 have been declared passed with a pass percentage of 64.37.

‘Bandh call not a right tool for solution to grievances’

Pradesh saying menace of bandh culture should be nipped in the bud to ensure rapid
progress of this strategic Himalayan state. Expressing their thought provoking opinion

In his key note address the Acting Chairperson of ACR Taring Mama stated that the legality and necessity of bandh calls are a topic of intense debate while the proponents of bandhs advocate that they use it as last resort when petitions and prayers to the government fail. Marked illegal by the Constitution, it disturbs livelihood, education and transportation in the society with added risk of violent activities and communal unrest, he said adding still Arunachal Pradesh practices the unlawful bandhs, of which 43 have been done from 2009 till date.
“I’m very concerned about bandhs.It is a matter to be thought about and dealt with,” stated Hegio Aruni, the Chief Councillor of Itanagar Municipality who was the guest of honour. Difficulties in students’ academic career and disturbance in district level medical services due to bandhs were the topics of discussion by Aruni.
The Chief Guest of the symposium Tamo Mibang, RGU VC supported the Gandhian methods of protest and stated that all societies have problems and as a late starter in education and economic development, we have our own fair share, to which we should adjust and overcome. However he also questioned the credibility of the bandhs and further stated that the bandhs are seldom peaceful and hardly fulfill anything. He also recommended orientations for the youth, especially in educational institutes.
In his speech, Nani Bath (Associate Professor, RGU) stated that democracy arrived in our state when the people had more or less no idea about modern politics and were not adequately educated, thus causing a political vacuum, existing till date, of which various unions are taking advantage of, mostly in forms of bandhs. While in the past, bandhs actually connected with the grievances of the people, today, consumerism has directed it towards self demands and needs. He advised for the complete restructuring of the education system and the student unions to not involve school students in their endeavors. He also discouraged the discrimination of organizations as a “bigger” or “smaller” one.
He further stated that the political parties’ activities are dormant in the true sense of political science and only during the elections do they spring back into life, and the various multitude of organizations take advantage of their “absence”, causing bandhs, which “pave the way” for future political figures in our state.
In order to curb bandhs, the things necessary according to him were active action by the state govt., the “true” freedom of press, seizure of political interference in the judiciary and executive and finally, a strong society. Biru Nasi, General Secretary, AAPSU said that bandhs are the way to address the grievances of the society who do not fight their own wars, thus, leading to the rise of the various organizations, who indiscriminatingly fight for the society like unpaid soldiers, and will continue to do so. He further mentioned that while not everyone may be the same, there are many out there for societal causes.
“Prejudice and assumption will hamper the state’s development” said Souparna Lahiri, a renowned social and environmental activist from Delhi. He stated that bandhs are a form of civil disobedience and can only be successful with informed public and its’ support, without any enforcement or violence.
Advocate Sunil Mow, of Human Rights Law Network, said that the bandhs violate the people’s fundamental rights and the unions should find an alternate way to protest, other than the “bandh way”, which is considered “illegal and unconstitutional” by the court. He additionally said that the people have the right to protest if grievances are unchecked, albeit in a peaceful manner, as rules are the same for everybody and must not be broken.

Samudra Gupta Kashyap, a senior journalist from Guwahati, utilized plenty of puns in his speech calling Assam as “Bandh Pradesh” and the birthplace of bandhs and AASU (All Assam Students’ Union) as it’s mother. He supported the media for carrying out news and announcements of bandhs as its better to keep the masses ready before hand rather than keeping them stranded in the dark and more than often jeopardizing their fundamental rights. However, he did remind everyone of the fact that bandhs are unconstitutional and illegal and some use it to gain media attention and build political careers, and these attempts should be nipped in the bud.
Dr Amiya Sharma (Executive director, Rashtriya GrameenVikash Nidhi), in his speech focused on the poor strata of the society, saying that the likes of the daily wage earners and govt. school students suffered the most and that day of bandh may not be much to the higher classes but it can be a heavy load for them. In AP, the total income of the state in a day is about 24 cr. Thus, causing a loss of 24 cr. in every day a bandh is called. He further criticized bandhs as a hindrance to the overall development of the state in every aspect. The first session of the symposium was moderated by Padmashree Mamang Dai.

CM asks CS to review disaster preparedness
ITANAGAR, Jun 25: In view of the recent devastating natural disaster in Uttrakhand, Chief Minister NabamTuki has asked the Chief Secretary (CS) to review state’s disaster preparedness to face any eventuality.
The Chief Minister appealed to the citizens to come forward to build a disaster resilient state by abiding by the building and construction norms. He advised people not to build houses in low lying, flood and disaster prone areas and avoid choking of terrains and approach roads so that the teams for rescue and relief operation can reach the disaster sites immediately during emergency.
He further emphasized that the State being in the seismic zone V, utmost care has to be taken so that fragile land is not disturbed by earth cutting and seismically unsafe buildings. He further appealed citizens to maintain cleanliness to make the state free from diseases and epidemic.
It has also been advised that no pucca construction should be started in and around the urban areas where building byelaws are in force without the approval of building plans. Buildings must be constructed only as per plans approved by the competent authority, he said adding that no building should be planned or constructed without making earthquake resistant provision and ensuring stability of slope prior to according building permission. The Chief Secretary directed all Deputy Commissioner and concern HODs to take all precautionary measures in advance and also to prepare for handling situation that may happen in case of any minor, medium or major disaster. The Departments/ agencies have been asked to activate control rooms and ensure maintenance of essential service, power lines, surface transport, telecommunication, ensure proper stocking and placement of essential commodities, bufferstocks, drinking water, medicines. They have also been instructed to prepare search, rescue, evacuation teams and damage assessment teams and to generate awareness among the common masses.
Tuki presses I&B ministry for PIB centre in Arunachal
NEW DELHI, Jun 25: Chief Minister NabamTuki has appealed to the Ministry of Information & Broadcasting, Government of India for early establishment of a Press Information Bureau (PIB) Media Centre at Itanagar.
Tuki met Union Minister of Information & Broadcasting Manish Tewari at New Delhi today and discussed in length issues regarding information and broadcasting in the state. The PIB Media Centre at Itanagar was approved in principle last year by the then Union Minister of I & B, AmbikaSoni on a request of the Chief Minister.
While reiterating the commitment of the State Government towards providing better infrastructure facilities for journalists of the state, Tuki stressed for a state of the art media centre with high end communication facilities.
“The Government must create an environment conducive to better reporting facilities for journalists. Only then, the larger constitutional objective of ensuring the freedom of the press would be realised in totality,” he observed.
Tewari assured the CM that he would take up the matter on priority.
The Chief Minister also requested Tewari for establishment of a Films Division Centre in the state for promoting the rich cultural tradition of the diverse populace of Arunachal Pradesh. He further sought Tewari’s intervention for strengthening the Doordarshan Kendra (DDK) and All India Radio (AIR) Centres at Itanagar. He pointed that both the centres are facing financial and manpower deficit issues which need to be addressed immediately. The issue of increasing the coverage of DDK to different parts of the state was also discussed.
Tuki also held several rounds of discussions separately with B.K Chaturvedi, Member Planning Commission, and R.S Gujral, Secretary, Ministry of Finance regarding several important developmental issues of the state.

ITANAGAR, Jun 25: In a commendable work by the state’s maiden women police station here, 10 people running sex racket in beauty parlours were arrested yesterday.
A team led by Naharlagun SDPO J Basar, Nirjuli PS SI T Habung along with Lady SI N Angu and Lady Constables Y Belo, I Devi and N Thongdok from Woman Police Station, Itanagar raided B N Beauty Parlour and Elisa Beauty Parlour at Nirjuli and Khusboo Beauty Parlour at Naharlagun in a planned manner and made the arrests. The arrestees include two men and a 14 year old minor girl.
“The action was followed by repeated complaints by the Bazaar Welfare Committees,” confirmed OC Women PS Chukhu Nanu Bui. Police seized condoms and mobile phones also.
“All the arrests were made in Unisex Beauty Parlours that ran flesh trade in the garb of offering massage service to the clients,” the OC further informed.

The Fact Finding Committee (FFC)found that out of 12 demands of the NEA, demand for regularization 21 contractual employees and implementation of old pension scheme for NERIST employees are very urgent. The FFC of the AAPSU strongly urged the NERIST director to treat this report as ultimatum and fulfill these genuine demands within a time frame of 30 days in order to avoid any future course of action by AAPSU.
Rest of the demands may be solved through mutual dialogue and negotiation between institute authority and Employees Association, the Committee observed.
Giving details of its findings, the committee report said “record reveals that 21 persons were appointed by the Institute on first come first serve basis and the contract appointments were necessitated for smooth functioning as the Institute had attained the status of Deemed University in 2005. The report further said a committee was constituted on August 10, 2009 under the chairmanship of Prof. R K. Das which recommended for huge additional manpower. Further, a committee was also constituted in November 2010, to consider regularization of contract employees. As per the minutes of the committee, it was noted that out of 400 sanctioned posts, existing employees are 362 and 31 posts were shown vacant excluding the post of Registrar, Dy. Registrar, Executive Engineer, AWS, Assistant Registrar and two medical officers. The com¬mittee further noted that there is 45 per cent reservation of APST in Group C & D posts out of which the APST has only 5.2 per cent. The committee after taking into consideration in all as¬pects, recommended for regularization of 23 contract employees including the medical officer on contract, the FFC said in its report.
The filling up of reserved post by unreserved category is disgusting, the report said adding AAPSU registered its strong protest against “gross violation of constitutional provisions on reservation of jobs for SC/ST.” It also pointed out a series of letter received by the institute from the Ministry concerned for filling up of backlog reserved vacancies of SC/ ST. However the Institute has not acted on these and those letters are gathering dust despite vigorous democratic movement by employees for its implementation in toto, the FFC claimed. Thus the complicacy situation is created by the authority themselves, the Committee said.
